Fly in India to prove competency: DGCA

Aviation watchdog wants pilots with international licences to give flying test before getting authorisation in India; move comes in the wake of recent pilot scam, which involved Directorate General of Civil Aviation officials

According to the latest circular issued by the Directorate General of Civil Aviation (DGCA), any pilot licence obtained from abroad, will require a compulsory competency test in India for endorsement into an Indian licence.

Testing before flying: As per DGCA’s circular, all applications for
issue of Indian, Commercial Pilot Licence will be accompanied with
skill test reports on at least one aircraft type required to be endorsed
on the Indian licence

Sources close to the DGCA said that changes have been incorporated to put an end to discrepancies that were exposed during the recent pilot scam. DGCA circular number 8/2/2008-LII dated February 21, 2012 (copy with MiD DAY), issued by Joint Director General (JDG), DGCA, J S Rawat, reads, “The current Guidelines for Conversion of Professional Pilot’s Licences issued in International Civil Aviation Organisation (ICAO) Contracting States into Indian Professional Pilot’s Licence (Commercial Pilot’s Licence) allow for acceptance of skill test done abroad provided the test reports are duly authenticated by a representative of the Regulatory Authority of the State where the tests have been performed. It is seen that most state authorities do not authenticate the skill reports to meet the procedure laid down in the guidelines. In case Instrument Rating (IR) is not issued by the Contracting State, the skill test carried out in the Contracting State shall not be recognised. For the issue of IR, the applicant shall be required to carry out IR skill test in India.”

The circular further recommends, “It has now been decided by the Competent Authority that all applications for issue of Indian, Commercial Pilot Licence (CPL) will be accompanied with skill test reports on at least one aircraft type required to be endorsed on the Indian licence. All applications received on or after April 1, 2012 shall be accompanied with skill test report carried out in India.”

Test of skills
J S Rawat, JDG, DGCA, said, “Earlier we were considering IR skills tests done abroad, but from now, it will be a must for every candidate to undergo the competency test in India for any endorsement in Indian licence. Earlier we were only conducting written tests. Now, we will also conduct IR skill tests.”  A source from within the DGCA, disclosed that changes are being made to ensure that only capable candidates get endorsement.

Fake pilot expose
The DGCA faced charges of corruption in April 2011, after several pilots flying for various airlines were found to have forged their licences. Flying schools in Rajasthan and Haryana were found tampering with flying-hours logbook. Later, the Rajasthan police and the Delhi police, arrested over two-dozen people in connection with the fraud. During the course of investigation, names of several DGCA officials also appeared, following which they were suspended.

When a firm goes public, one of the reasons it makes news is because of the money involved. There are a number of tech-related firms that have gone public, but only few have made an impression because of their size, how they affect technology, and what they're valued at.

1. Facebook: The social networking behemoth became much-talked about when it filed to go public early in February. Although the deal was made for five billion dollars, it is valued at 100 billion dollars. Its going public was noteworthy especially since it would mean that Facebook would have to reveal all its monetary figures. According to the infographic, the world's largest social network has 3,200 employees, but other details about it are unknown.

 

2. Google: Google went public in 2004, with a deal worth $1.6 billion. As of March 1, 2012, the firm is valued at 23 billion and saw a rise of 18 percent in value on the first day it went public. According to the infographic, the world's largest search engine had more than 2,000 employees the year it went public. Today, it has around more than 10 times as many people working for it, and has registered growth of 632.2 percent. Being an American company, it is headquartered in California, but has offices all over the world.

 

3. Alibaba.com: This Chinese investment trading company is one of those that have registered negative growth. Its performance since it went public stands at -1.9 percent. The company, along with its subsidiaries provides software, software applications, domain name registration, and technology-related consulting services for various marketplaces and platforms. It went public in 2007, and has gone up from an employee base of 7,000 to 12,858.

 

4. Yandex: This Russian IT company runs the most used search engine in the country which carries the same name. Google has about 21.9 percent of search engine generated traffic in Russia, while Yandex has around 64.4 percent. The company's main source of revenue lies in display advertising. Surprisingly, this company too has registered negative growth since it went public in 2011, standing at -13.6 percent.

 

5. Shanda Games: Shanda Games is one of the leading game developers and publishers in China. The company also publishes books. According to its Crunch Base profile, it went public in 2009 and raised over $1 billion in capital – it was the richest stock debut in the U.S. for that year. Sadly, it too registered a negative performance since it went public at -63.6 percent.  Some of Shanda's most well-known published games include Ragnarok Online, Dungeons and Dragons Online, and The World of Legend.

 

6. Zynga: A lesser-known fact about this company founded by Mark Pincus, is that it was first named Presidio Media. The company later changed its name to Zynga, after Pincus' late American bulldog- Zinga. The company rose to fame through its social games that connected players on Facebook, Orkut, and other social networks. In addition to these, Zynga develops browser-based games that even work on their own without the support of social networks.

 

7. Giant Interactive: The third online game developer company on this list, Giant Interactive is a Chinese online game developer and operator that mainly focuses on massively multiplayer online role playing games (MMORPG). It operates a number of online games which include the Zheng Tu (ZT) Online series. Its performance since it went public also registered negatively at -71.9 percent

 

8. Renren: Formerly known as the Xiaonei Network, Renren is a social network in China that is similar to Facebook. The site acquired the video sharing site 56.com after it went public last year.

 

9. Groupon: This website focuses on the deal-of-the-day type of offers that include discounts, and gift certificates, that can be used in the U.S, although it has offices in India and other countries as well. Its name is a portmanteau of the words "group" and "coupon. Groupon too saw a decline of -2.4 percent since it went public.

 

10. LinkedIn: The social network for professionals has a unique "gated-access approach" to connect with other professionals known as "connections" so that users will not get bothered by those that they don't know.

iOS Runs Three Times Faster than Android for HTML5

All said and done, iOS won. IOS devices can handle games on HTML5 three times faster than Google's android.

 
A study by Spaceport.io the cross-platform mobile game development tool maker to determine the HTML5 performance across mobile browsers gave some not so surprising results where iOS was declared the undisputed winner for its high speed, reliability and quality and Google's android was left limping far behind along with other native browsers.

 
PerfMarks is Spaceport.io's own open-source benchmark tool which was used in testing the iOS and android range devices and the acid test was simple. How many images can be moved around a screen at one time, while maintaining 30 frames per second (FPS) frame rate? (The 30FPS is the minimum required frame rate for maintaining visual smoothness)

 
The iPad 2's worst result was still better than the Android tablet's best result. Even the best of all Android results was only 50% better than the iPad's worst score reported Cult of Mac.

 
"HTML 5 is getting faster over time, as seen in the latest OS updates across Android and iOS. Although this is a welcome trend, there is still a long way to go," said Spaceport.io founder, Ben Savage. "We hope the spaceport.io PerfMarks report will act as a bellwether for mobile browser and operating system creators who hope to better serve the HTML5 game development community."

Hackers are a very diverse bunch, a group simultaneously blamed with causing billions of dollars in damages as well as credited for their significant contributions to the internet world. We have always heard of male hackers and the fact is that majority of hacking experts are predominantly men. But what about female hackers? Joanna is a polish security specialist, she is popularly known for her research on low-level security and stealth malware and for her contributions to Windows vista. She became a known personality and rose to fame after the Black Hat Briefings conference in Las Vegas in August 2006 where Rutkowska demonstrated to the world two ways to hack Windows Vista Beta 2 kernel protection mechanism and also a technique dubbed Blue Pill, that used hardware virtualization to move a running OS into a virtual machine.

The deal size for the IPO was $353 million and a market valuation of $4.3 billion. 7.8 million shares were offered at a price of $45 per share.
